Application development of the Registration Authority of Basic Registers (RAZR)
Registration authority of basic registers RAZR is a software system for supporting the management of access of information systems to the basic registers of the Czech Republic.
Basic registers of the Czech Republic are public administration registers such as the Register of Persons, the Register of Residents, the Register of Rights and Obligations and the like. RAZR verifies the requirements of AIS administrators for access to basic registers and, as one of its main activities, mediates the issuance of digital certificates for AIS access to basic registers. The administrator of AIS means the organization - Subject/OVM (Public Authority).
NetGenium s.r.o. collaborated on the project “Development of the application of the RAZR” together with the company Pasante s.r.o.
Implemented functions and modules
- RAZR meets the requirements of The Cyber Security Act and The Cyber Security Decree for RAZR as an important information system.
- Communicates using web services with the control desk of the system of basic registers, the information system of public administration (ISZR) and also with the Register of Rights and Duties (RPP), the information system of shared services (ISSS), the certification authority (CA), GINIS (integration platform of public administration ) and others.
- Communicates with various tools for verifying access and authorization of external and internal users to the application from the Internet from the KIVS network and/or the internal DIA network (ICU, CAAIS, NIA and others),
- It is part of the communication infrastructure of information systems (KIVS) and enables administrators of agenda information systems (AIS):
- Entering and monitoring the status of requests by external users to establish or change access settings to the Basic Registers for tattoo and production environments (Certificates, IP addresses, agendas, contacts, etc.)
- Entering and monitoring the status of requests by external users to establish or change a publication in ISSS
- Access to information about the current access to the basic AIS registers of the organization itself
- Allows internal administrators - DIA employees to:
- Change the settings of access and request controls and the level of automation of request processing
- Ordering and monitoring the progress of tests
- Approval of requests for publication, submission of requests for cooperation
- Access to information on current access to the basic registers of all AIS and all organizations.
- Provides digital signatures and time stamps to the generated outputs - overviews and notifications about the processing of requests.
- Add-on “GeneratorCertRAZR” application for easier generation of technical certificate request files (replacing the overly complex OPENSSL tool), which is not part of the RAZR application and is published on the DIA website.
Basic characteristics of the company
The Digital and Information Agency (DIA) is the Czech central administrative office for electronic identification, trust-building services and public administration information systems. Its goal is the successful digital transformation of public administration. It was established in 2023. DIA is the successor of the Office of the Administration of Basic Registers (SZR).
